Ms Lilijana Kozlovič holds a master's degree in law. From 1981 to 1997, she was employed at the Ministry of the Interior of the Republic of Slovenia, the Koper Police Directorate.   Between 1997 and 2004, she worked at the Koper Administrative Unit, first as the head of the Civil Registry, Migrations and Public Order Division and then as the head of Internal Administrative Affairs Division. In 2004 she assumed the position of Undersecretary at the Ministry of Public Administration of the Republic of Slovenia. From 2005 to 2014, she was the head of the Koper Administrative Unit. In this period, in addition to performing the tasks of the head, she headed the coordination panel of public administration bodies for the territory of the Municipality of Koper and the Municipality of Ankaran, was a member of the coordination panel of the minister for administrative units of the Primorsko-notranjska region and a member of the security panel of the Municipality of Koper. She was also the leader of the project of construction of a new administration centre in Koper, a member of the project group for the use of the Common Assessment Framework (CAF) in the public sector and its assessment, the President of the Commission on Conscientious Objection to Military Service for the Primorsko-notranjska region, and was authorised to conduct marriages.

In 2014 she was elected deputy of the National Assembly of the Republic of Slovenia. Upon taking office as deputy, she assumed the tasks of the deputy to the leader of the deputy group, the Chair of the Committee on the Interior, Public Administration and Local Self-Government, a member of the Constitutional Commission, the Commission for the Rules of Procedure, the Commission for the National Communities, and the Committee on Justice.

On 24 September 2016 she was appointed Secretary-General of the Government of the Republic of Slovenia.
